Export Packing and Labelling Requirements for Indian Handicrafts: Prevent Damage and Customs Delays

Poor packing is the leading cause of damage claims and insurance disputes in handicraft exports. Correct labelling is required by customs law. This guide covers both โ€” so your goods arrive safely and clear customs without issues.

Why Export Packing Is Different from Domestic Packing

Export shipments endure conditions that domestic shipments never face: multiple handling points (factory, inland truck, port warehouse, crane loading, ocean voyage of 15โ€“45 days, destination port, customs examination, delivery truck), temperature and humidity changes, sea spray, and the compressive weight of other cargo stacked on top of your boxes in a container.

What works for sending a brass figurine by domestic courier will not protect it in a 20-foot container on a 3-week ocean voyage. Export packing must be engineered for the worst-case scenario.

General Export Packing Standards

Inner Packing (Primary)

  • Each piece must be individually wrapped โ€” bubble wrap (minimum 3 layers for fragile items), foam sheeting, or kraft paper wrapping
  • Fill all voids inside the primary wrapping โ€” crumpled paper, foam peanuts, or air cushions prevent movement
  • For ceramic and glassware: double-box technique โ€” item in inner box with foam, inner box placed in outer box with at least 5cm foam padding on all sides
  • For metal items: anti-tarnish tissue or cloth before bubble wrap โ€” prevents oxidation during long ocean voyages
  • For textile items: polythene bag sealed inside kraft paper โ€” prevents moisture damage and salt air exposure

Outer Packing (Export Carton)

  • Use double-walled (5-ply) corrugated cardboard boxes โ€” minimum 180 GSM โ€” for all handicraft export shipments
  • Single-walled boxes are acceptable only for very light items (textiles, paper crafts)
  • Wooden crates or plywood boxes for heavy or very fragile items (large sculptures, marble inlay work, stone carvings)
  • Reinforce all carton edges and corners with edge guards or corner protectors
  • Seal all seams with high-strength gummed tape (not regular scotch tape)
  • Each carton should not exceed 25โ€“30 kg gross weight โ€” heavier cartons risk dropping during handling

Wooden Packing โ€” ISPM 15 Compliance

This is one of the most commonly overlooked export packing requirements for handicraft exporters.

ISPM 15 (International Standards for Phytosanitary Measures No. 15) is a global standard that requires all solid wood packing materials (wooden crates, wooden pallets, wooden dunnage) used in international shipments to be treated against pests. Non-compliance can result in the entire consignment being refused entry or fumigated at the importer's cost at destination.

Treatment methods accepted under ISPM 15:

  • HT (Heat Treatment): Wood heated to a core temperature of 56ยฐC for 30 minutes
  • MB (Methyl Bromide Fumigation): Being phased out in many countries
  • DH (Dielectric Heating): Microwave treatment
  • SF (Sulfuryl Fluoride): Fumigation alternative to methyl bromide

Treated wood must bear the ISPM 15 mark โ€” a wheat-sheaf symbol with the ISO country code (IN for India), the producer/treatment provider number, and the treatment abbreviation (e.g., "IN-XXX HT").

Important: The ISPM 15 requirement applies to wooden packing, not to the handicraft product itself (even if the product is made of wood).

Mandatory Export Labelling Requirements

Every export carton must be labelled with specific information required by Indian Customs and destination country customs. Missing or incorrect labels cause customs examination and delays.

Required on every export carton:

  • Shipper name and address (Indian exporter)
  • Consignee name and address (international buyer)
  • Country of Origin: "Made in India"
  • Net weight and gross weight (in kg)
  • Dimensions: L ร— W ร— H in centimetres
  • Carton number: e.g., "1/24" (carton 1 of 24 total)
  • Description of contents (matching commercial invoice)
  • HS Code (optional on carton but recommended)

Handling marks:

  • Fragile / This Side Up arrows โ€” for ceramics, glassware, delicate items
  • Keep Dry / Keep Away from Heat โ€” for wax items, natural fibre products
  • Do Not Stack โ€” for large sculptures and framed artworks
  • Maximum stack weight (in kg) if stacking is permitted

Country-Specific Labelling Requirements

  • European Union: "Made in India" is mandatory on the product label (not just the carton). CE marking required for items classified as toys. REACH declaration for metal items with surface coatings.
  • United States: Country of origin marking required on every individual item โ€” "Made in India" must be permanently marked, etched, or tagged on the product itself, not just the box. Requirement under 19 U.S.C. ยง 1304.
  • Australia: "Product of India" or "Made in India" with country of origin labelling law compliance.
  • Gulf Countries (UAE, Saudi): Arabic product description required on retail items. Halal certification not required for non-food handicrafts.
  • Japan: Japanese language label required for retail consumer products. Not mandatory for B2B wholesale.

Packing List Accuracy

The packing list must match the physical reality of what is in each carton exactly. Customs officers in many countries conduct random physical examinations โ€” if the contents of carton #5 don't match what the packing list says is in carton #5, the entire shipment can be detained for full examination, adding 5โ€“15 days to delivery and significant cost.
